Could it be that a reduced cost Plan B had been quietly drawn up after the council rejected the BP plan (despite the following week's march and subsequent fanfares, and despite the bizarre talk about sharing a new new stadium with a mystery local club), and quietly held in reserve while the big picture was studied? All I know is it took 21 months to get from announcing the plans for Oldham Arena to submitting planning permission... It took 1 month to get it through the council.... It took a further 6 months to knock down the Lookers... And it took a further five mins to scream recession! (despite there being warnings as far back as late 2007 / early 2008)... and people want to talk about trust ? So going off this time scale...what do we think the time scale for the Failsworth development is going to be ? Got to say I considered that very possibility, Conspiracy theorists could argue it was a march designed to get planning permission for dwellings making the whole site more attractive to potential investors.
